Journal Policy

Indonesian Journal of Policing and Security Studies is a double-anonymous peer-reviewed academic journal published by COLLEGIUM JUSTICIA INDONESIA. The journal was first published in 2026 and is committed to maintaining high standards of academic quality, research integrity, editorial independence, transparency, and responsible scholarly publishing.

The journal publishes research concerning policing, law enforcement, public security, and security studies, with particular attention to Indonesia and broader comparative, regional, and international perspectives relevant to the journal's scope.

This Journal Policy provides an overview of the principal policies governing the submission, evaluation, review, publication, dissemination, and preservation of articles published by the journal.

1. Aims and Scope

The journal provides a scholarly platform for original research and critical analysis concerning policing, law enforcement, public security, and security studies.

The journal welcomes theoretical, empirical, doctrinal, comparative, qualitative, quantitative, mixed-methods, and interdisciplinary research addressing issues including policing practices, police governance, community policing, crime prevention, criminal investigation, police professionalism, accountability, public order, human rights, intelligence, cyber policing, police reform, police–community relations, digital transformation, surveillance, transnational crime, and emerging security threats.

The journal also welcomes interdisciplinary research connecting policing and security with law, politics, sociology, criminology, public administration, technology, governance, and related fields.

Submissions must demonstrate a clear contribution to policing, law enforcement, public security, or security studies.

2. Publication Frequency

The journal is published four times a year (quarterly) in:

  • January

  • April

  • July

  • October

The journal was first published in 2026.

The number of articles published in each issue may vary according to the number and quality of manuscripts that successfully complete the editorial and peer-review process.

Acceptance of a manuscript does not automatically guarantee publication in a particular issue.

3. Special Issues

The journal may publish Special Issues focusing on specific themes, emerging research areas, significant developments, or interdisciplinary topics relevant to its Focus and Scope.

Special Issues may be proposed by the Editor-in-Chief, Editorial Board, Guest Editors, or through other appropriate academic initiatives.

All Special Issue articles are subject to the same academic, editorial, peer-review, research-integrity, and publication-ethics standards as articles published in regular issues.

The Editor-in-Chief retains overall responsibility for the editorial integrity and final publication decisions of Special Issues.

A Special Issue may be published in addition to the four regular issues and does not replace or reduce the established quarterly publication schedule unless otherwise announced by the journal.

4. Types of Articles

The journal primarily publishes original scholarly research. Depending on editorial needs and the relevance to the journal's scope, the following types of contributions may be considered:

4.1 Research Articles

Research Articles present original theoretical, empirical, doctrinal, comparative, qualitative, quantitative, mixed-methods, or interdisciplinary research.

Articles should clearly identify the research problem, methodology, analysis, findings, and scholarly contribution.

4.2 Review Articles

Review Articles provide a critical and systematic examination of existing scholarship, theories, research trends, policies, or developments relevant to policing and security studies.

Review Articles should provide meaningful synthesis and critical analysis rather than merely summarizing existing literature.

4.3 Case or Policy Analysis

The journal may consider scholarly analyses of significant policing cases, legal developments, public-security policies, institutional reforms, or law-enforcement practices where the submission provides substantive academic analysis and broader scholarly relevance.

The journal may determine the availability and suitability of particular article types according to its editorial program.

5. Submission Policy

Manuscripts must be submitted through the journal's designated submission system or official submission channel.

By submitting a manuscript, authors confirm that:

  • The manuscript is original;

  • The manuscript is not simultaneously under consideration by another journal;

  • All authors have approved the submission;

  • All relevant sources are properly cited;

  • Relevant conflicts of interest have been disclosed;

  • Applicable research-ethics requirements have been addressed; and

  • The manuscript complies with the journal's submission requirements.

The journal may reject submissions that do not comply with these requirements.

6. Editorial Screening

All submissions undergo an initial editorial assessment before external peer review.

The editorial team may assess:

  • Relevance to the journal's Focus and Scope;

  • Originality and potential scholarly contribution;

  • Basic methodological quality;

  • Compliance with submission requirements;

  • Research and publication ethics;

  • Plagiarism or inappropriate text reuse; and

  • Potential conflicts of interest.

Manuscripts that are clearly outside the journal's scope or that do not meet minimum academic or ethical requirements may be rejected without external peer review.

7. Peer Review

The journal uses a double-anonymous peer-review system.

The identities of authors and reviewers are concealed from each other to the extent reasonably possible.

Manuscripts that proceed to external review are normally evaluated by at least two independent reviewers with relevant expertise.

Reviewers assess factors including:

  • Originality;

  • Scholarly contribution;

  • Relevance;

  • Theoretical or conceptual framework;

  • Methodological rigor;

  • Quality of analysis;

  • Validity of conclusions;

  • Clarity of presentation;

  • Quality and relevance of references; and

  • Compliance with research and publication ethics.

The final editorial decision rests with the Editor-in-Chief or designated editor.

8. Editorial Decisions

Possible editorial decisions include:

  • Accept;

  • Minor Revision;

  • Major Revision;

  • Reject and Resubmit; or

  • Reject.

Reviewer recommendations are advisory. The editor considers the complete review record, manuscript quality, author responses, and relevant ethical or editorial considerations before making the final decision.

9. Appeals and Complaints

Authors may appeal an editorial decision where they believe that a significant factual, procedural, or editorial error affected the decision.

Appeals must provide a clear and reasoned explanation addressing the specific grounds for the appeal.

Complaints concerning peer review, editorial conduct, publication ethics, authorship, conflicts of interest, or other journal-related matters may be submitted through the journal's official communication channels.

Appeals and complaints will be assessed fairly and confidentially.

10. Publication Ethics

The journal is committed to maintaining high standards of publication ethics and research integrity.

The journal does not tolerate:

  • Plagiarism;

  • Fabrication or falsification;

  • Duplicate or redundant publication;

  • Inappropriate authorship;

  • Manipulation of citations;

  • Peer-review manipulation;

  • Undisclosed conflicts of interest;

  • Misuse of confidential information; or

  • Other forms of research or publication misconduct.

Authors, editors, reviewers, and the publisher are expected to comply with the journal's Publication Ethics and Malpractice Statement.

11. Plagiarism Prevention

All submitted manuscripts may undergo plagiarism and similarity screening.

A similarity score is not automatically treated as evidence of plagiarism. The editorial team evaluates the nature, extent, location, source, and context of identified similarities.

Where plagiarism or inappropriate text reuse is established, the journal may request revision, reject the manuscript, notify relevant institutions where appropriate, or take corrective action for published articles.

12. Authorship and Contributorship

Authorship must reflect substantial intellectual contributions to the research and manuscript.

All listed authors must approve the final version and accept responsibility for the integrity of the work.

The journal does not accept guest, honorary, gift, or ghost authorship.

Changes to authorship after submission require appropriate justification and the agreement of all affected authors, subject to editorial approval.

13. Conflict of Interest

Authors, reviewers, editors, and editorial board members must disclose actual, potential, or perceived conflicts of interest that could influence or reasonably be perceived to influence the research or editorial process.

The journal may take appropriate measures to manage disclosed conflicts, including reassignment of editors or reviewers.

14. Research Ethics

Authors are responsible for ensuring that research involving human participants, personal data, interviews, surveys, or other ethically sensitive activities complies with applicable ethical and legal requirements.

Where required, appropriate ethical approval or institutional authorization must be obtained.

Authors must respect informed consent, privacy, confidentiality, and applicable data-protection requirements.

15. Generative AI Policy

The journal permits responsible use of generative AI and AI-assisted technologies provided that such use does not compromise research integrity, originality, confidentiality, or scholarly accountability.

AI tools cannot be listed as authors or co-authors.

Authors remain fully responsible for all content submitted to the journal, including content produced or modified with AI assistance.

Material use of generative AI must be disclosed where required by the journal's Generative AI Policy.

Generative AI must not be used to fabricate data, generate fictitious citations, manipulate research findings, conceal plagiarism, or otherwise mislead readers.

Reviewers and editors must protect confidential manuscripts and must not upload confidential materials to AI systems without appropriate authorization and safeguards.

16. Copyright and Licensing

Authors retain copyright in their published work, subject to the rights granted to the journal for publication and dissemination.

Unless otherwise stated, articles are published under the Creative Commons Attribution 4.0 International (CC BY 4.0) license.

The CC BY 4.0 license permits sharing, adaptation, redistribution, and reuse, including commercial use, provided that appropriate attribution is given and the license requirements are followed.

Authors may share and deposit their published articles in appropriate repositories in accordance with the journal's licensing terms.

17. Open Access

The journal operates under an Open Access publishing model.

All published articles are made freely available online immediately upon publication without subscription or access fees.

There is no embargo period for access to or repository deposit of published articles.

Open Access publication does not affect the journal's peer-review or editorial standards.

18. Article Processing Charge

The journal charges an Article Processing Charge (APC) of IDR 5,000,000 (five million Indonesian Rupiah) per accepted article.

There is no submission fee.

The APC is payable only after the manuscript has received a formal acceptance decision.

Payment of the APC does not guarantee acceptance and does not influence peer-review or editorial decisions.

Authors experiencing genuine financial difficulties may request a full or partial APC waiver or discount, subject to the journal's APC Policy.

Unless otherwise announced, articles published in Special Issues are subject to the same APC.

19. Archiving and Deposit

The journal is committed to the long-term preservation and accessibility of its published scholarly content.

Authors may deposit the published Version of Record in institutional, subject, national, or other appropriate repositories without an embargo, subject to the applicable CC BY 4.0 license.

The journal may deposit article files and metadata in appropriate digital preservation, repository, indexing, and archiving services.

Authors are encouraged to retain the DOI and complete citation information and to provide a link to the official version of record when sharing their articles.

20. Corrections, Retractions, and Expressions of Concern

The journal maintains the integrity of the published scholarly record through appropriate post-publication measures.

Where necessary, the journal may publish:

  • Corrections;

  • Retractions; or

  • Expressions of Concern.

A correction may be issued for significant errors that do not invalidate the overall reliability of the article.

A retraction may be issued where serious errors, plagiarism, fabrication, falsification, publication misconduct, or other circumstances materially undermine the reliability or integrity of the publication.

An Expression of Concern may be issued where significant concerns exist but an investigation has not yet reached a definitive conclusion.

21. Data and Research Transparency

Authors are expected to report their research accurately and transparently.

Where appropriate, authors should provide sufficient information concerning research methods, sources, analytical procedures, data, and materials to allow readers to understand and evaluate the research.

Authors must not fabricate, falsify, manipulate, or deliberately misrepresent research findings.

22. Reviewer Confidentiality

Reviewers must treat manuscripts and all information obtained during peer review as confidential.

Reviewers must not:

  • Share manuscripts with unauthorized individuals;

  • Use unpublished information for personal benefit;

  • Contact authors directly without authorization;

  • Upload confidential manuscripts to unauthorized AI systems; or

  • Disclose reviewer information.

These obligations continue after the review has been completed.

23. Editorial Independence

Editorial decisions are based on academic quality, relevance, originality, methodological rigor, and ethical considerations.

The publisher, COLLEGIUM JUSTICIA INDONESIA, does not interfere with individual editorial decisions.

Commercial considerations, APC payments, institutional affiliations, nationality, gender, or other non-academic characteristics must not determine editorial outcomes.

24. Advertising and Commercial Activities

Any advertising, sponsorship, or other commercial activity associated with the journal must remain separate from editorial decision-making.

Commercial considerations must not influence manuscript acceptance, rejection, peer review, or publication priority.

25. Special Issue Governance

Special Issues are subject to the same standards applicable to regular issues.

Guest Editors must comply with the journal's policies on:

  • Peer review;

  • Publication ethics;

  • Conflicts of interest;

  • Confidentiality;

  • Authorship;

  • Plagiarism;

  • Generative AI; and

  • Editorial independence.

The Editor-in-Chief retains final responsibility for the integrity of the Special Issue.

26. Publication Schedule and Editorial Integrity

The journal's quarterly publication schedule does not override academic or ethical standards.

The journal will not accept, publish, or accelerate a manuscript solely to fill an issue or meet a publication target if the manuscript does not satisfy the journal's scholarly requirements.

27. Policy Transparency

The journal makes its principal publication policies publicly available to authors, reviewers, editors, and readers.

These include:

  • Focus and Scope;

  • Publication Frequency;

  • Peer Review Policy;

  • Publication Ethics and Malpractice Statement;

  • Plagiarism Prevention Policy;

  • Generative AI Policy;

  • Open Access Statement and Policy;

  • Article Processing Charge Policy;

  • Copyright and Licensing Policy;

  • Archiving and Deposit Policy; and

  • Correction and Retraction procedures.

28. Policy Review

The journal periodically reviews its policies to ensure that they remain consistent with developments in scholarly publishing, research integrity, Open Access, digital technologies, artificial intelligence, copyright, and international standards of responsible academic publishing.

Substantive policy changes will be communicated transparently through the journal's official website.

29. Commitment to Scholarly Integrity

Indonesian Journal of Policing and Security Studies is committed to providing a fair, rigorous, transparent, and ethically responsible platform for scholarly communication.

All participants in the publication process—including authors, reviewers, editors, editorial board members, and the publisher—share responsibility for maintaining the quality, originality, integrity, confidentiality, and reliability of the scholarly record.
