Indonesian Journal of Policing and Security Studies, published by COLLEGIUM JUSTICIA INDONESIA, is committed to providing immediate and unrestricted Open Access to its published scholarly content.

The journal adopts an Open Access publishing model to support the broad dissemination, accessibility, and reuse of scholarly research in policing, law enforcement, public security, and security studies.

1. Open Access Policy

All articles published by Indonesian Journal of Policing and Security Studies are made freely and immediately available online upon publication.

Readers may access, read, download, copy, search, link to, and otherwise use the published articles in accordance with the terms of the applicable Creative Commons license.

The journal does not require readers to register, subscribe, or pay an access fee to read or download published articles.

There is no embargo period for access to published articles.

2. Immediate Access

Open Access applies immediately upon the official publication of an article.

Once an article is published online, the Version of Record is freely accessible through the journal's official platform.

The journal does not impose a delayed-access or subscription period.

3. Copyright

Unless otherwise stated, authors retain copyright in their published articles.

Publication in the journal does not require authors to transfer copyright ownership to the publisher.

Authors grant the journal the necessary rights to publish, reproduce, distribute, communicate, archive, and make the article publicly available as part of the journal's scholarly publishing activities.

4. Licensing

Unless otherwise stated, articles are published under the:

Creative Commons Attribution 4.0 International (CC BY 4.0) License.

The CC BY 4.0 license permits users to:

• Share — copy and redistribute the material in any medium or format;

• Adapt — remix, transform, and build upon the material; and

• Use the material for commercial or non-commercial purposes.

Users must provide appropriate attribution, include a link to the license, and indicate whether changes were made.

The applicable license applies to the article as published by the journal and does not automatically grant rights to third-party material included in the article where such material is subject to separate copyright or licensing conditions.

5. Author Rights

Authors retain the right to:

• Share their published article;

• Deposit the published Version of Record in institutional or subject repositories;

• Use the article for teaching and educational purposes;

• Include the article in a thesis or dissertation;

• Share the article with colleagues and research collaborators;

• Use the article in academic presentations;

• Reuse portions of the article in subsequent scholarly work with appropriate attribution; and

• Distribute the article in accordance with the applicable Creative Commons license.

Authors are encouraged to provide the DOI and a link to the official version of record when sharing their published article.

6. Repository Deposit

Authors may deposit their published articles in:

• Subject repositories;

• Research repositories;

• Academic websites; and

• Other appropriate non-commercial or scholarly platforms,

subject to the applicable licensing and copyright conditions.

The journal does not impose an embargo on repository deposit of the published Version of Record.

7. Reader Rights and Reuse

Readers and other users may reuse published articles in accordance with the applicable Creative Commons license.

Permitted uses include, subject to appropriate attribution:

• Educational use;

• Research and scholarly analysis;

• Citation and quotation;

• Redistribution;

• Text and data mining where permitted by applicable law;

• Translation or adaptation;

• Inclusion in academic or research materials; and

• Other lawful uses permitted under the CC BY 4.0 license.

Users are responsible for ensuring that their reuse does not violate rights relating to third-party materials contained within an article.

8. Article Processing Charge

The journal supports its Open Access publishing model through an Article Processing Charge (APC).

The current APC is:

IDR 5,000,000 (five million Indonesian Rupiah) per accepted article.

There is no submission fee.

The APC is charged only after a manuscript has received a formal acceptance decision.

Payment of the APC does not influence:

• Editorial screening;

• Reviewer selection;

• Peer-review outcomes;

• Editorial decisions; or

• The academic evaluation of a manuscript.

The APC supports editorial administration, peer-review management, copyediting, typesetting, online publication, DOI and metadata management where applicable, digital preservation, and maintenance of the journal's publishing infrastructure.

9. APC Waiver and Financial Assistance

The journal recognizes that authors may have financial limitations that affect their ability to pay publication charges.

Authors may request a full or partial APC waiver or discount in cases of genuine financial hardship or other exceptional circumstances.

APC waiver requests are assessed independently from the academic evaluation of the manuscript.

A request for financial assistance does not influence the peer-review or editorial decision.

10. Open Access and Editorial Independence

Open Access publication does not compromise the journal's editorial independence or academic standards.

All manuscripts must undergo the journal's established editorial and peer-review procedures.

The ability or willingness of an author to pay the APC does not determine whether a manuscript is accepted for publication.

The journal does not accept payment in exchange for favorable peer-review or editorial treatment.

11. Open Access and Special Issues

Articles published in Special Issues are subject to the same Open Access policy as articles published in regular issues.

Unless otherwise stated, Special Issue articles are:

• Freely accessible upon publication;

• Published under the same applicable Creative Commons license;

• Subject to the same copyright and licensing conditions; and

• Subject to the same APC policy.

Special Issue status does not restrict reader access or alter the journal's Open Access principles.

12. Long-Term Access and Preservation

The journal is committed to maintaining long-term access to its published scholarly content.

Published articles and associated metadata may be preserved through appropriate digital archiving, repository, and preservation services.

The journal's Archiving and Deposit Policy provides further information concerning preservation and repository deposit.

13. Integrity of the Open Scholarly Record

Open Access does not prevent the journal from taking appropriate action when an article requires correction, retraction, or an Expression of Concern.

Where necessary, the journal will maintain access to the original scholarly record while clearly identifying corrections, retractions, or other post-publication notices.

This approach supports transparency and enables readers to understand the publication history of an article.

14. No Reader Access Charges

The journal does not charge readers for:

• Article access;

• Article downloads;

• Registration;

• Online browsing;

• Searching the journal archive; or

• Accessing published scholarly content.

Readers may access published articles without a subscription or institutional login, subject to normal internet availability.

15. Commitment to Open Scholarship

The journal considers Open Access an important mechanism for increasing the visibility, accessibility, dissemination, and potential impact of scholarly research.

Through its Open Access model, Indonesian Journal of Policing and Security Studies seeks to facilitate the sharing of knowledge among researchers, practitioners, policymakers, law-enforcement professionals, security professionals, students, and the wider public.

The journal is committed to maintaining an Open Access model that combines free reader access, author rights, transparent licensing, rigorous peer review, research integrity, and sustainable scholarly publishing.

16. Policy Review

The Open Access Policy may be periodically reviewed to ensure continued alignment with developments in Open Access publishing, copyright, licensing, digital preservation, research integrity, and international scholarly communication.
