Journal Policy

Indonesian Tourism Justice Review is an international, peer-reviewed, open-access academic journal committed to the publication of high-quality scholarly research in tourism and its intersections with justice, law, governance, sustainability, society, culture, economy, and technology.

The journal is committed to maintaining high standards of academic integrity, editorial independence, transparency, and responsible scholarly communication. Its editorial and publication practices are guided by internationally recognized principles of scholarly publishing, including the Principles of Transparency and Best Practice in Scholarly Publishing developed by the Committee on Publication Ethics (COPE), Directory of Open Access Journals (DOAJ), Open Access Scholarly Publishing Association (OASPA), and World Association of Medical Editors (WAME).

1. Editorial Independence

Editorial decisions are based on the academic quality, originality, methodological rigor, relevance, and scholarly contribution of submitted manuscripts.

Editorial decisions shall not be influenced by the author's nationality, ethnicity, gender, religion, political views, institutional affiliation, professional status, financial interests, or other characteristics unrelated to scholarly merit.

Editors are responsible for maintaining editorial independence and ensuring that commercial, institutional, sponsorship, or other external interests do not influence editorial decisions.

2. Scope of Published Content

The journal publishes scholarly works that fall within its stated aims and scope, particularly research addressing the relationship between tourism and justice, law, governance, sustainability, society, culture, economy, environment, and technology.

The journal welcomes research with Indonesian, Southeast Asian, comparative, regional, and international perspectives. Manuscripts focusing on a specific destination, community, institution, or jurisdiction should demonstrate broader scholarly, theoretical, methodological, comparative, or policy relevance.

3. Types of Publications

Indonesian Tourism Justice Review considers the following types of scholarly contributions:

a. Original Research Articles

Original Research Articles present novel theoretical, empirical, doctrinal, socio-legal, interdisciplinary, or methodological research.

Articles should contain a clearly defined research problem or question, appropriate methodology, analysis, discussion, and conclusions that demonstrate a meaningful contribution to existing scholarship.

b. Review Articles

Review Articles provide a critical and systematic synthesis of existing scholarship on significant issues within the journal's scope.

The journal welcomes systematic literature reviews, integrative reviews, scoping reviews, and other rigorous forms of scholarly review where appropriate.

Review articles should go beyond descriptive summaries and provide critical analysis, identification of research gaps, theoretical development, methodological insights, or directions for future research.

c. Conceptual and Theoretical Articles

Conceptual and Theoretical Articles develop, critique, refine, or extend theories, concepts, frameworks, or analytical approaches relevant to tourism and related interdisciplinary fields.

Such articles should demonstrate substantial engagement with international scholarship and provide a clear conceptual or theoretical contribution.

d. Comparative and Interdisciplinary Studies

The journal welcomes Comparative and Interdisciplinary Studies that examine tourism-related issues across jurisdictions, destinations, legal systems, institutions, disciplines, or theoretical perspectives.

Comparative research should clearly explain the basis and rationale for comparison and demonstrate its broader scholarly implications.

e. Policy and Regulatory Analysis

Policy and Regulatory Analysis examines legislation, regulations, public policies, governance arrangements, institutional frameworks, and regulatory interventions affecting tourism and related sectors.

Such manuscripts should employ appropriate analytical approaches and demonstrate implications for scholarship, policy development, governance, or law reform.

f. Case Studies

The journal accepts theoretically or analytically informed Case Studies that examine significant tourism-related legal, social, institutional, environmental, cultural, economic, or governance issues.

Case Studies should provide analytical insights that extend beyond the individual case and contribute to broader academic debates.

g. Research Notes and Short Communications

Research Notes and Short Communications may present significant preliminary findings, emerging research, methodological innovations, new datasets, or concise analyses of important developments.

These contributions must nevertheless demonstrate scholarly rigor and a clear contribution to the journal's field.

h. Book Reviews

The journal may publish critical reviews of recently published academic books that are directly relevant to tourism, justice, law, governance, sustainability, society, culture, or related fields.

Book Reviews are normally commissioned or approved by the editorial team and may follow a simplified editorial review process.

i. Editorials and Commentaries

Editorials and scholarly Commentaries may address significant developments, emerging debates, policy issues, or methodological and theoretical developments relevant to the journal.

Editorials and Commentaries are normally commissioned or invited by the Editor-in-Chief or Editorial Board.

4. Peer Review

Research manuscripts are subject to the journal's double-anonymized peer-review process.

Original Research Articles, Review Articles, Conceptual and Theoretical Articles, Comparative Studies, Policy Analyses, and Case Studies are normally reviewed by at least two independent reviewers with appropriate expertise.

Editorials, invited Commentaries, Book Reviews, and certain Research Notes may be subject to editorial assessment or an alternative review process depending on their nature.

Any manuscript that does not undergo the journal's standard peer-review process will clearly indicate the type of editorial assessment or review received.

The journal does not guarantee acceptance based on submission or invitation, and all publication decisions remain subject to editorial judgment.

5. Manuscript Screening

All submissions undergo an initial editorial assessment before external peer review.

The editorial team evaluates manuscripts for:

  • relevance to the journal's scope;
  • originality and scholarly significance;
  • methodological appropriateness;
  • academic quality;
  • compliance with submission requirements;
  • publication ethics;
  • plagiarism or inappropriate text reuse; and
  • suitability for peer review.

Manuscripts that do not meet the journal's minimum requirements may be rejected without external review.

6. Publication Ethics

The journal is committed to maintaining high standards of publication ethics and research integrity.

The journal maintains separate policies addressing:

  • authorship and contributorship;
  • conflicts of interest;
  • plagiarism and similarity checking;
  • research ethics;
  • data integrity and transparency;
  • peer-review ethics;
  • complaints and appeals;
  • research and publication misconduct;
  • corrections and retractions; and
  • the responsible use of artificial intelligence and AI-assisted technologies.

These policies apply equally to regular submissions, invited manuscripts, and Special Issues.

7. Originality and Multiple Submissions

Manuscripts submitted to the journal must be original and must not be under consideration by another journal.

Authors must disclose substantially related manuscripts, publications, preprints, conference papers, reports, theses, or other materials where relevant.

The journal does not accept duplicate or redundant publications and may take appropriate action where such practices are identified.

8. Authorship and Contributorship

All listed authors must have made substantial intellectual contributions to the research and manuscript and must approve the final version submitted for publication.

The journal does not permit guest authorship, gift authorship, ghost authorship, or other inappropriate authorship practices.

Any change to authorship after submission must be justified and approved by all affected authors and the editorial team.

9. Conflicts of Interest

Authors, reviewers, editors, and Guest Editors must disclose actual, potential, or perceived conflicts of interest.

Editors and reviewers must recuse themselves where a conflict of interest may compromise the independence or impartiality of the editorial or peer-review process.

Conflict-of-interest information should be disclosed transparently in accordance with the journal's policy.

10. Research Ethics

Research involving human participants, personal data, interviews, surveys, observations, or other potentially sensitive information must comply with applicable ethical and legal requirements.

Where required, authors must obtain approval from an appropriate research ethics committee or institutional review board.

Authors must respect participant privacy, confidentiality, dignity, safety, and informed consent requirements.

11. Data and Research Transparency

Authors are expected to report research methods, evidence, data, and analytical procedures accurately and transparently.

Where appropriate and ethically permissible, supporting data, research materials, instruments, or supplementary information should be made available to facilitate verification and reproducibility.

Restrictions on data sharing due to privacy, confidentiality, legal, contractual, or ethical considerations should be appropriately disclosed.

12. Artificial Intelligence and AI-Assisted Technologies

Authors remain fully responsible for the originality, accuracy, integrity, and ethical compliance of their manuscripts when AI-assisted tools are used.

AI tools cannot be listed as authors.

Any material use of AI-assisted technologies in manuscript preparation, analysis, or generation must be disclosed in accordance with the journal's AI policy.

Editors and reviewers must not use confidential or unpublished manuscript materials in external AI systems where confidentiality cannot be adequately protected.

13. Plagiarism and Similarity Checking

The journal may use plagiarism-detection and text-matching software during editorial screening and at other stages of the publication process.

A similarity score alone does not determine whether plagiarism has occurred. Editors assess the nature, source, context, and extent of similarities.

Substantial plagiarism, duplicate publication, or other forms of unethical text reuse may result in rejection or post-publication corrective action.

14. Corrections, Retractions, and Expressions of Concern

The journal is committed to maintaining the integrity of the published scholarly record.

Where necessary, the journal may publish:

  • Corrections;
  • Errata;
  • Expressions of Concern; or
  • Retractions.

Post-publication actions will be taken when significant errors, ethical concerns, unreliable findings, or research and publication misconduct are identified.

The journal will maintain transparent links between corrections, retractions, Expressions of Concern, and the affected publications.

15. Complaints and Appeals

Authors and other stakeholders may submit complaints or appeals concerning editorial decisions, peer review, publication ethics, authorship, or other aspects of the publication process.

Complaints and appeals will be handled fairly, confidentially, and independently where appropriate.

Appeals should provide substantive grounds, such as significant procedural errors, factual misunderstandings, or evidence that relevant information was not adequately considered.

16. Special Issues

The journal may publish Special Issues addressing emerging, timely, or significant themes within its scope.

Special Issue proposals are subject to approval by the Editor-in-Chief and/or Editorial Board.

Special Issue manuscripts are subject to the same standards of peer review, publication ethics, research integrity, and editorial quality as manuscripts submitted to regular issues.

Guest Editors may assist with the coordination and peer-review process but cannot guarantee publication and must disclose any conflicts of interest.

The Editor-in-Chief retains ultimate responsibility for editorial decisions.

17. Publication Frequency

The journal is published quarterly, with four regular issues released in:

  • March
  • June
  • September
  • December

The journal accepts submissions throughout the year and operates a continuous submission and peer-review process.

Special Issues may be published as part of the regular publication schedule or as a dedicated issue, subject to editorial approval and production capacity.

18. Open Access

The journal is committed to providing immediate and unrestricted access to its published scholarly content in accordance with its Open Access Policy.

The journal's copyright, licensing, and reuse conditions are clearly stated on its website and in published articles.

19. Copyright and Licensing

Copyright and licensing arrangements are transparently communicated to authors before publication.

The journal applies a clearly defined licensing framework to published content and provides information regarding authors' rights, reuse, distribution, and repository deposition.

20. Archiving and Digital Preservation

The journal maintains an appropriate digital preservation and archiving policy to ensure the long-term accessibility and integrity of published scholarly content.

Information regarding the journal's preservation and archiving arrangements is made publicly available on the journal website.

21. Fees and Business Practices

Any submission fees, article processing charges (APCs), publication fees, waivers, or other author charges are clearly disclosed on the journal website.

Editorial and peer-review decisions are independent of payment, funding, sponsorship, advertising, or other commercial considerations.

Any revenue generated by the journal must not influence editorial decisions.

22. Diversity, Equity, and Inclusion

The journal promotes diversity, equity, inclusion, and respectful scholarly communication.

Editorial and peer-review decisions are based on scholarly merit and are not influenced by irrelevant personal characteristics or institutional status.

The journal welcomes contributions from researchers from different geographical regions, disciplines, institutions, and scholarly traditions.

23. Editorial and Scholarly Responsibility

The Editor-in-Chief, Editorial Board, reviewers, authors, and publisher share responsibility for maintaining the integrity of the journal's scholarly record.

The journal periodically reviews its policies and publication practices to ensure continued alignment with evolving international standards of scholarly publishing and research integrity.

Indonesian Tourism Justice Review reserves the right to revise its policies when necessary to improve transparency, research integrity, editorial quality, and compliance with recognized international publishing standards.
