Author Guidelines

1. About the Journal

Indonesian Health Justice Review (IHJR) is a peer-reviewed, open access scholarly journal that publishes high-quality research and scholarly analyses concerning health, law, justice, policy, ethics, human rights, and related interdisciplinary fields.

The journal welcomes original and rigorous contributions from researchers, academics, legal scholars, health professionals, policymakers, and other qualified scholars from Indonesia and internationally.

The journal is published four times a year, in February, May, August, and November.

2. Types of Manuscripts

IHJR accepts the following types of manuscripts:

  • Original Research Articles
  • Review Articles
  • Systematic Reviews
  • Conceptual or Theoretical Articles
  • Legal and Policy Analysis
  • Case Analysis
  • Short Communications or Research Notes
  • Book Reviews
  • Editorials and Commentaries, normally by invitation or subject to editorial approval

The journal reserves the right to determine the most appropriate publication category for an accepted manuscript.

3. Originality and Exclusive Submission

Manuscripts submitted to IHJR must be original works and must not have been published previously in substantially similar form.

By submitting a manuscript, authors confirm that:

  • the manuscript is not currently under consideration by another journal;
  • the manuscript has not been simultaneously submitted elsewhere;
  • all sources have been appropriately cited;
  • all authors have approved the submitted version;
  • all authors meet the journal's authorship requirements; and
  • any substantial overlap with previously published or submitted work has been disclosed.

Simultaneous submission to more than one journal is considered a breach of publication ethics.

4. Language

Manuscripts may be submitted in English.

Authors are responsible for ensuring that the manuscript is written in clear, accurate, and academically appropriate English.

The journal may request language revision when the quality of language significantly interferes with comprehension, academic evaluation, or publication quality.

5. Manuscript Preparation

Authors should prepare manuscripts using the journal's prescribed format and template, where applicable.

Unless otherwise specified in the article template, manuscripts should contain the following elements:

  1. Title
  2. Author names
  3. Institutional affiliations
  4. Corresponding author information
  5. Abstract
  6. Keywords
  7. Introduction
  8. Methods or Methodology
  9. Results and/or Findings
  10. Discussion
  11. Conclusion
  12. Acknowledgments, where applicable
  13. Funding Statement
  14. Conflict of Interest Statement
  15. Data Availability Statement, where applicable
  16. Ethical Approval Statement, where applicable
  17. Author Contributions
  18. References

The structure may be adapted for conceptual, legal, policy, review, or other non-empirical manuscripts where conventional research sections are not applicable.

6. Title

The title should:

  • accurately reflect the content of the manuscript;
  • be concise and informative;
  • avoid unnecessary abbreviations;
  • avoid excessive rhetorical wording; and
  • clearly communicate the principal subject of the article.

Authors should avoid overly broad or ambiguous titles.

7. Author Information

All authors should be listed using their full names.

For each author, provide:

  • full name;
  • institutional affiliation;
  • city and country;
  • ORCID iD, where available; and
  • corresponding author designation.

The corresponding author is responsible for communication with the journal throughout the submission, peer-review, revision, and publication process.

Author information should accurately reflect the authorship of the work. Changes to authorship after submission are subject to the journal's Authorship and Contributorship Policy.

8. Abstract

Research Articles should include a concise and informative abstract.

Where appropriate, the abstract should cover:

  • background or research problem;
  • objective;
  • methodology;
  • principal findings;
  • conclusion; and
  • implications or contribution.

The abstract should be understandable without reference to the main text.

Authors should avoid citations, unexplained abbreviations, footnotes, and excessive detail in the abstract.

9. Keywords

Authors should provide approximately 3–6 keywords that accurately represent the principal concepts addressed in the manuscript.

Keywords should be specific and useful for indexing and information retrieval.

10. Introduction

The Introduction should:

  • establish the context and significance of the research;
  • identify the relevant scholarly or practical problem;
  • summarize important existing literature;
  • identify the research gap or unresolved issue;
  • state the research question, objective, or hypothesis; and
  • explain the contribution of the manuscript.

Authors should avoid an unnecessarily extensive literature review in the Introduction.

11. Methods / Methodology

Authors should describe the methodology sufficiently to enable readers to understand and, where applicable, reproduce the research.

Depending on the type of study, this may include:

  • research design;
  • theoretical or conceptual framework;
  • population or participants;
  • sampling procedures;
  • data sources;
  • data collection procedures;
  • analytical methods;
  • statistical methods, where applicable;
  • legal or doctrinal methodology, where applicable; and
  • ethical considerations.

For research involving human participants, authors must provide appropriate information regarding ethical approval and informed consent where required.

12. Results / Findings

The Results or Findings section should present the principal outcomes of the research clearly and objectively.

Authors should distinguish between findings and interpretation.

Tables and figures should be used only where they improve clarity and should not unnecessarily duplicate information presented in the text.

13. Discussion

The Discussion should interpret the findings in relation to:

  • the research question or objectives;
  • relevant previous research;
  • applicable theoretical or conceptual frameworks;
  • legal, ethical, health, or policy implications; and
  • the contribution of the study.

Authors should clearly distinguish evidence-based conclusions from speculation.

14. Conclusion

The Conclusion should directly address the research question or objectives.

It should summarize the principal contribution of the article without merely repeating the Results or Discussion.

Where appropriate, authors may include recommendations, implications, limitations, or directions for future research.

15. Tables and Figures

Tables and figures must:

  • be numbered consecutively;
  • have clear and informative titles or captions;
  • be referred to in the main text;
  • be appropriately sourced where necessary; and
  • be of sufficient quality for publication.

Authors are responsible for obtaining permission for copyrighted third-party material where permission is required.

16. References and Citations

Authors must provide accurate and complete references for all sources cited in the manuscript.

References should:

  • correspond to citations in the text;
  • include sufficient bibliographic information;
  • use consistent formatting;
  • contain accurate DOI information where available; and
  • prioritize relevant and authoritative scholarly sources.

Authors are strongly encouraged to use recent peer-reviewed literature where appropriate while also citing seminal or foundational works when relevant.

Citation manipulation and unnecessary self-citation are not permitted.

The journal may require authors to revise references that are incomplete, inaccurate, unverifiable, or inappropriate.

17. Reference Management

Authors are encouraged to use recognized reference-management software such as Zotero, Mendeley, or EndNote to ensure consistency and accuracy.

Authors remain responsible for verifying all bibliographic information, including references generated or formatted with automated tools.

18. Research Ethics

Research involving human participants, human data, identifiable personal information, or other ethically sensitive materials must comply with applicable ethical standards and legal requirements.

Where applicable, manuscripts must include:

  • the name of the ethics committee or institutional review board;
  • approval or protocol number, where available;
  • informed consent information; and
  • relevant ethical safeguards.

Authors must protect the privacy, dignity, confidentiality, and rights of research participants.

19. Data Availability

Authors should provide a Data Availability Statement where applicable.

The statement should indicate whether supporting data are:

  • publicly available;
  • available upon reasonable request;
  • subject to ethical or legal restrictions; or
  • not applicable because the study did not generate or analyze research data.

Authors must not disclose confidential or personally identifiable information without appropriate authorization.

20. Funding Statement

Authors must disclose all financial support received for the research or publication.

Where the research received no specific funding, authors should state:

Funding: This research received no specific grant from any funding agency in the public, commercial, or not-for-profit sectors.

Funding disclosure must be accurate and transparent.

21. Conflict of Interest

Authors must disclose any actual, potential, or perceived conflict of interest.

Where no conflict exists, authors should state:

Conflict of Interest: The authors declare that they have no conflict of interest.

22. Author Contributions

For manuscripts with multiple authors, authors should provide a clear statement describing individual contributions.

For example:

Author Contributions: Conceptualization, A.B. and C.D.; methodology, A.B.; data collection, C.D.; analysis, A.B. and C.D.; writing—original draft preparation, A.B.; writing—review and editing, C.D.; supervision, E.F. All authors have read and approved the final version of the manuscript.

Authors should not include individuals as authors who do not meet the journal's authorship criteria.

23. Use of Artificial Intelligence

IHJR permits responsible use of AI-assisted tools in manuscript preparation, subject to the journal's AI and Automated Tools Policy.

AI tools:

  • cannot be listed as authors or co-authors;
  • must not be used to fabricate data, results, references, or research findings;
  • must not replace human responsibility for the manuscript;
  • must not compromise confidentiality or research integrity; and
  • must be appropriately disclosed when their use makes a substantive contribution to the manuscript.

Authors remain fully responsible for the accuracy, originality, integrity, and ethical compliance of their manuscript.

Routine use of tools for spelling, grammar, formatting, or basic language improvement generally does not require a detailed disclosure unless otherwise required by the journal.

24. Plagiarism and Similarity Screening

All manuscripts may be screened for plagiarism and inappropriate textual overlap.

IHJR generally expects manuscripts to have a similarity level of no more than 20%, excluding legitimate similarities such as references, quotations, standard terminology, and common methodological expressions.

However, the similarity percentage is not by itself a determination of plagiarism.

The editor will assess the nature, source, location, and context of identified similarities.

Manuscripts containing substantial unattributed material may be rejected or subjected to further investigation under the journal's Plagiarism Prevention Policy.

25. Peer Review

IHJR applies a peer-review process appropriate to the type of manuscript.

Research Articles, Review Articles, Systematic Reviews, Conceptual Articles, Legal and Policy Analysis, Case Analysis, and Short Communications are normally subject to external peer review.

The journal may use double-anonymous peer review where the identities of authors and reviewers are concealed from each other.

Authors must ensure that the manuscript file intended for anonymous review does not contain unnecessary information that directly identifies the authors.

26. Revision

Authors may be requested to revise manuscripts in response to reviewer and editorial comments.

A revised manuscript should be accompanied by a point-by-point response to reviewers, clearly explaining how each comment has been addressed.

Authors should identify significant changes made to the manuscript where requested.

Submission of a revised manuscript does not guarantee acceptance.

27. Publication Ethics

Authors must comply with the journal's Publication Ethics and Malpractice Statement, including policies concerning:

  • plagiarism;
  • fabrication and falsification;
  • duplicate publication;
  • authorship;
  • conflicts of interest;
  • research ethics;
  • peer-review integrity;
  • citation manipulation; and
  • corrections and retractions.

Serious violations may result in rejection, withdrawal, correction, retraction, or referral to the relevant institution.

28. Copyright and Licensing

IHJR operates under an author-retained copyright model.

Authors retain full copyright and applicable intellectual property rights in their articles and do not transfer copyright to the journal.

Articles are published under the Creative Commons Attribution 4.0 International License (CC BY 4.0).

Authors grant the journal a non-exclusive license to publish, reproduce, distribute, archive, preserve, and make the article publicly available.

29. Open Access

IHJR provides immediate and unrestricted open access to all published articles.

Readers may access, read, download, copy, distribute, and reuse articles in accordance with the applicable Creative Commons license.

30. Article Processing Charge

The journal charges an Article Processing Charge (APC) of IDR 5,000,000 per accepted article.

There is no submission fee.

The APC is charged only after final acceptance and does not influence editorial or peer-review decisions.

Authors may request an APC waiver or discount in exceptional circumstances in accordance with the journal's APC Policy.

31. Archiving and Self-Deposit

Authors may immediately deposit their submitted, accepted, and published versions of the manuscript in:

  • institutional repositories;
  • subject repositories;
  • national repositories;
  • personal or institutional websites; and
  • other legitimate scholarly platforms.

There is no embargo period for author self-archiving.

The journal also maintains appropriate digital preservation and archiving arrangements for published content.

32. Special Issues

IHJR may publish Special Issues addressing focused themes within the journal's aims and scope.

Special Issue manuscripts are subject to the same academic, peer-review, ethical, authorship, plagiarism, and editorial standards as manuscripts submitted to regular issues.

Guest Editors operate under the supervision of the Editor-in-Chief and do not have authority to bypass the journal's peer-review or publication ethics requirements.

33. Submission Procedure

All manuscripts should be submitted through the journal's official Open Journal Systems (OJS) submission platform.

Authors should create an account and complete all required submission metadata accurately.

The corresponding author is responsible for ensuring that:

  • all authors are correctly identified;
  • all authors have approved the submission;
  • affiliations and contact information are accurate;
  • required declarations are completed; and
  • all required files are uploaded.

34. Submission Preparation Checklist

Before submitting a manuscript, authors must confirm that the submission satisfies all of the following requirements:

  •  The manuscript is original and has not been published previously in substantially similar form.
  •  The manuscript is not currently under consideration by another journal.
  •  The manuscript falls within the aims and scope of Indonesian Health Justice Review.
  •  The manuscript follows the journal's prescribed format and Author Guidelines.
  •  The manuscript has been prepared in the appropriate file format.
  •  The title is clear, concise, and accurately reflects the content of the manuscript.
  •  The names, affiliations, and contact information of all authors are complete and accurate.
  •  The corresponding author has been clearly identified.
  •  ORCID iDs have been provided where available.
  •  An appropriate abstract and 3–6 keywords have been included.
  •  All sources cited in the manuscript are properly acknowledged.
  •  All references cited in the text appear in the reference list, and vice versa.
  •  References and DOI information have been checked for accuracy.
  •  Tables and figures are appropriately numbered, titled, cited, and sourced.
  •  Permission has been obtained for copyrighted third-party material where required.
  •  The manuscript has been checked for plagiarism and inappropriate textual overlap.
  •  All authors meet the journal's authorship and contributorship requirements.
  •  All authors have approved the final version submitted to the journal.
  •  Any potential conflict of interest has been disclosed.
  •  Funding sources have been disclosed, or a statement of no specific funding has been provided.
  •  An ethical approval statement has been included where applicable.
  •  An informed consent statement has been included where applicable.
  •  A Data Availability Statement has been included where applicable.
  •  An Author Contributions statement has been included for multi-author manuscripts.
  •  Any substantive use of generative AI or AI-assisted tools has been appropriately disclosed.
  •  AI tools have not been listed as authors or co-authors.
  •  The manuscript does not contain fabricated data, references, findings, or other misleading information.
  •  The manuscript complies with the journal's Publication Ethics and Malpractice Statement.
  •  The manuscript complies with the journal's Copyright and Licensing Policy.
  •  The authors understand that published articles are licensed under CC BY 4.0.
  •  The authors understand that copyright remains with the author(s).
  •  The authors understand that the APC is IDR 5,000,000 per accepted article.
  •  The authors understand that there is no submission fee.
  •  The authors understand that payment of the APC does not guarantee acceptance or publication.
  •  The authors agree to participate in the peer-review and revision process.
  •  The authors agree to cooperate with the journal in addressing any post-publication concerns regarding the integrity of the article.

35. Author Agreement

By submitting a manuscript to Indonesian Health Justice Review, the corresponding author confirms on behalf of all authors that:

The manuscript is original, is not under consideration elsewhere, and complies with the journal's Author Guidelines, Publication Ethics, Plagiarism Prevention Policy, Copyright and Licensing Policy, Open Access Policy, and other applicable journal policies. All authors have approved the submitted manuscript and agree to be accountable for the work.
