Article Processing Charges
The Indonesian Education Policy and Justice Review (IEPJR) is an open access journal. To support the costs associated with editorial management, peer review administration, copyediting, typesetting, digital publication, online hosting, metadata management, and long-term preservation, the journal applies an Article Processing Charge (APC) to accepted articles.
1. Article Processing Charge
The APC for articles accepted for publication in IEPJR is:
IDR 5,000,000 (five million Indonesian Rupiah) per article.
The APC applies only to manuscripts that have received a final editorial decision of acceptance.
There is no submission fee and no fee is charged for the initial editorial screening or peer review process.
2. When the APC Is Payable
The APC becomes payable only after the manuscript has been formally accepted for publication.
Authors will receive official payment instructions from the Editorial Office after acceptance.
Payment of the APC does not guarantee acceptance, and editorial decisions are made independently of an author's ability or willingness to pay.
3. Editorial Independence
IEPJR maintains strict separation between editorial decision-making and financial considerations.
The payment or non-payment of an APC must not influence:

editorial screening;

reviewer selection;
-
peer review;
-
editorial decisions;
-
revision requirements; or
-
the academic assessment of a manuscript.
Editors and reviewers should not use information about an author's ability to pay an APC when evaluating the scholarly merits of a manuscript.
4. What the APC Covers
The APC supports the journal's publication and scholarly communication infrastructure, including, where applicable:

editorial and manuscript management;
-
peer review administration;
-
copyediting;
-
language and technical editing;
-
typesetting and article production;
-
DOI and metadata management;
-
online publication and hosting;
-
digital preservation and archiving;
-
indexing and discoverability infrastructure; and
-
administrative costs associated with open access publishing.
The APC does not represent a payment for acceptance or favorable editorial treatment.
5. Open Access
Payment of the APC enables the accepted article to be published under the journal's open access model.
Published articles are made immediately and freely accessible to readers without subscription or paywall barriers, subject to the applicable copyright and Creative Commons licensing terms.
6. Waivers and Discounts
IEPJR recognizes that APCs may create financial barriers for researchers, particularly those working in institutions or countries with limited research funding.
The journal may therefore consider full or partial APC waivers or discounts in exceptional circumstances, subject to the journal's eligibility criteria and available resources.
Requests for a waiver or discount should be submitted to the Editorial Office before or at the time of submission and should not influence the editorial evaluation of the manuscript.
Where possible, waiver requests will be handled independently from the editorial decision-making process.
7. No Guarantee of Acceptance
Payment of an APC, whether in full or under a waiver arrangement, does not guarantee publication.
All manuscripts must satisfy the journal's:

Focus and Scope;

editorial screening requirements;
-
peer review standards;
-
publication ethics requirements;
-
research integrity requirements; and
-
final editorial acceptance criteria.
8. Refund Policy
APC payments are generally non-refundable after publication or once article production has commenced.
If publication cannot proceed because of an error attributable to the journal, or if exceptional circumstances require cancellation before publication, the Editorial Office may review the matter and determine whether a partial or full refund is appropriate.
No refund will be provided merely because an author subsequently disagrees with an editorial decision or chooses not to proceed after acceptance, except where otherwise determined by the journal.
9. Transparency of Fees
The APC amount and relevant payment conditions will be publicly displayed on the IEPJR website.
The journal will not impose undisclosed publication charges.
Any additional legitimate charges, if introduced in the future, will be clearly communicated to authors before they become applicable.
10. Special Issues
Articles accepted for publication in Special Issues are subject to the same APC policy as articles published in regular issues unless a specific Special Issue announcement explicitly states otherwise.
Any different fee arrangement must be publicly disclosed before submission.
11. Payment Security
Authors should make payments only through the official payment channels communicated by IEPJR.
Authors should not transfer publication fees to individual editors, reviewers, or unauthorized third parties.
Official invoices or payment confirmations should be retained by the corresponding author for institutional and research-funding purposes.
12. Ethical Principle
IEPJR's APC model is designed to support sustainable open access publishing while maintaining the principle that scholarly quality—not payment—is the basis for publication.
The journal is committed to ensuring that its financial model does not compromise:
