Copyright and Licensing Policy

The Indonesian Education Policy and Justice Review (IEPJR) is committed to promoting open, responsible, and transparent scholarly communication while protecting the intellectual rights of authors and third parties.

The journal supports an open licensing framework that enables the broad dissemination and lawful reuse of published research while ensuring appropriate recognition and attribution of authors and the journal.

1. Copyright Ownership

Authors retain the copyright in their published work unless otherwise stated in a specific publishing agreement.

By submitting a manuscript, authors confirm that they have the necessary rights and authority to submit the work for publication and to grant the journal the rights required to publish, distribute, preserve, and make the work publicly accessible.

Publication in IEPJR does not require authors to transfer ownership of copyright to the journal unless a separate agreement explicitly provides otherwise.

2. Creative Commons Licensing

IEPJR publishes its open access articles under the Creative Commons Attribution 4.0 International (CC BY 4.0) license, unless another license is explicitly stated on the individual article.

The CC BY 4.0 license permits users to:

  • share the work by copying and redistributing it in any medium or format;

  • adapt, remix, transform, and build upon the material;

  • use the material for both non-commercial and commercial purposes;

provided that users:

  1. give appropriate credit to the original author(s);

  2. provide a link to the applicable license;

  3. indicate whether changes were made; and

  4. do not imply that the original author or IEPJR endorses the reuse.

The applicable license is displayed clearly on each published article.

3. Author Rights

Authors retain the right to:

  • be identified as the author of their work;

  • share and disseminate their published article;

  • deposit the article in institutional or subject repositories;

  • use the article for teaching, research, and academic purposes;

  • include the article in a thesis, dissertation, or academic portfolio;

  • reuse portions of the work in future scholarly publications, subject to appropriate attribution;

  • distribute the article through personal or institutional academic platforms; and

  • exercise other rights permitted under the applicable Creative Commons license.

Authors remain responsible for ensuring that such reuse does not infringe the rights of third parties.

4. Rights Granted to the Journal

By accepting an article for publication, authors grant IEPJR the non-exclusive rights necessary to:

  • publish the article electronically and in other appropriate formats;

  • distribute and communicate the article to the public;

  • host and preserve the article on the journal's platforms;

  • include the article in indexing and abstracting services;

  • reproduce the article for scholarly and archival purposes;

  • create metadata and bibliographic records;

  • distribute the article through repositories and preservation systems where appropriate; and

  • promote and disseminate the article through legitimate scholarly communication channels.

These rights are granted for the purpose of publication, preservation, accessibility, indexing, and dissemination of the scholarly record.

5. Third-Party Material

Authors are responsible for identifying and obtaining permission for any material included in a manuscript that is not owned by the authors and is not covered by an applicable open license.

Third-party materials may include:

  • photographs;

  • figures;

  • tables;

  • diagrams;

  • maps;

  • instruments;

  • substantial quotations;

  • datasets;

  • images; and

  • other copyrighted materials.

Where permission is required, authors must obtain it before publication and provide appropriate attribution.

Third-party material may not automatically be covered by the Creative Commons license applied to the article.

Where material is excluded from the article's license, an appropriate credit or rights statement should clearly identify the applicable restriction.

6. Attribution and Responsible Reuse

Users who reuse material published by IEPJR must provide appropriate attribution.

Attribution should normally identify:

  • the author or authors;

  • the title of the work;

  • the journal;

  • the publication year;

  • the applicable license;

  • a link or reference to the original publication; and

  • an indication of modifications, where applicable.

Reuse must not misrepresent the original work, distort its meaning, or imply endorsement by the authors or IEPJR.

7. Moral Rights

Nothing in the journal's licensing arrangements is intended to remove or restrict applicable moral rights that cannot legally be waived or transferred.

Authors retain the right to appropriate attribution and protection against uses of their work that are prohibited under applicable law.

8. Author Self-Archiving and Repositories

IEPJR permits and encourages authors to make their published research available through appropriate:

  • institutional repositories;

  • subject repositories;

  • national repositories;

  • academic profiles;

  • research information systems; and

  • other legitimate scholarly platforms.

Because articles are published under an open license, authors may generally share the published version in accordance with the applicable Creative Commons license.

Authors should preserve the bibliographic citation and provide a link to the official journal publication whenever possible.

9. Preprints and Prior Dissemination

Authors may disclose or deposit preliminary versions of their work through appropriate preprint servers or repositories, provided that such dissemination does not violate the rights of third parties or constitute duplicate publication.

Authors must disclose relevant prior dissemination during submission where required.

A manuscript previously made available as a preprint may be considered for publication provided that:

  • the submitted manuscript represents a legitimate scholarly publication;

  • the journal's peer review and originality requirements are satisfied;

  • the relationship between the preprint and published article is transparent; and

  • the final published version is appropriately linked to the earlier version where applicable.

10. Copyright Infringement and Disputes

IEPJR takes allegations of copyright infringement seriously.

If the journal receives a credible complaint concerning unauthorized use of copyrighted material, the Editorial Office may:

  • request clarification from the authors;

  • request evidence of permission or licensing;

  • temporarily restrict access to the relevant material where necessary;

  • correct attribution or licensing information;

  • remove or replace improperly used material where appropriate; or

  • take other corrective action consistent with applicable law and publication-ethics principles.

Where a dispute cannot be resolved through editorial assessment, the journal may refer the matter to the relevant rights holder, institution, publisher, or competent authority.

11. Copyright and Editorial Decisions

Copyright ownership and licensing arrangements do not influence the editorial evaluation or peer review decision.

Manuscripts are assessed according to scholarly quality, originality, methodological rigor, relevance, ethical integrity, and contribution to the journal's scope.

The granting of publication rights occurs only after a manuscript has successfully completed the journal's editorial and peer review process and has been formally accepted for publication.

12. Corrections, Retractions, and Licensing

If an article requires correction or retraction after publication, the applicable copyright and licensing terms remain part of the scholarly record unless otherwise required by law or determined by the journal.

Corrections and retractions will be clearly identified and linked to the original publication where technically possible.

A retracted article will not ordinarily be removed entirely from the scholarly record. Instead, its status will be clearly indicated to preserve transparency and citation integrity.

13. Commercial and Educational Reuse

The CC BY license permits lawful commercial and educational reuse, subject to its attribution requirements.

Users may reproduce, adapt, translate, distribute, or otherwise reuse published material provided that the applicable license conditions are respected.

Commercial reuse does not require separate permission from IEPJR where the material is genuinely covered by the CC BY license.

However, third-party material incorporated into an article may be subject to separate rights and restrictions.

14. Licensing Transparency

IEPJR will clearly identify the applicable license:

  • on the article landing page;

  • within the published article;

  • in relevant metadata where technically possible; and

  • in other locations necessary to communicate reuse conditions to readers.

The journal will avoid ambiguous or contradictory statements regarding copyright ownership and licensing.

15. Policy Statement

IEPJR's copyright and licensing framework is designed to balance author rights, intellectual property protection, open access, scholarly dissemination, and responsible reuse.

By retaining copyright and publishing under an open Creative Commons license, authors can maintain ownership of their scholarly work while enabling the international research community to access, share, and build upon that work.

IEPJR is committed to ensuring that its copyright and licensing practices support the journal's broader mission of making research on education policy, law, governance, and justice in Indonesia and the Global South accessible, visible, and useful to the international scholarly community.
