Abstract

Traditional policing has often emphasised responding to crimes after they occur, while contemporary approaches increasingly prioritise prevention, risk reduction, and community-based interventions. Indonesian cities face diverse crime and public-order challenges that require policing strategies adapted to local social and environmental conditions. This study examines the transition from reactive to preventive policing in Indonesian urban communities. Using qualitative analysis of crime-prevention policies, community policing practices, and selected urban policing initiatives, the study identifies institutional and community factors influencing preventive approaches. The analysis suggests that effective prevention depends on early identification of local risks, cooperation with communities, coordination with other public institutions, and the use of relevant data. Preventive policing is therefore not simply a matter of increasing police presence but involves addressing social and environmental conditions associated with crime. The study contributes to policing scholarship by examining the applicability of preventive policing approaches within Indonesia's rapidly changing urban environment. It argues that a sustainable prevention strategy requires police institutions to develop problem-solving capabilities while strengthening partnerships with local communities and other stakeholders. The findings provide a framework for evaluating the effectiveness and legitimacy of preventive policing initiatives in Indonesian cities.
