Article Processing Charges

1. Article Processing Charge (APC)

The Indonesian Climate Justice Review applies an Article Processing Charge (APC) to support the sustainability of its open-access publishing activities.

The APC contributes to the operational costs associated with the publication process, including:

  • Manuscript submission and management systems.

  • Editorial administration.

  • Double-blind peer-review coordination.

  • Plagiarism and similarity screening.

  • Copyediting and proofreading.

  • Article formatting and typesetting.

  • DOI registration and metadata management.

  • Online hosting and accessibility.

  • Digital preservation and archiving.

  • Journal infrastructure and maintenance.

The APC is charged only after a manuscript has successfully completed peer review and has received an official acceptance decision.

Payment of the APC has no influence whatsoever on editorial decisions. All manuscripts are evaluated solely based on academic quality, originality, methodological rigor, relevance to the journal scope, ethical compliance, and peer-review outcomes.

2. Article Publication Fee

The Article Publication Fee for accepted manuscripts is: IDR 5,000,000 (Five Million Indonesian Rupiah)

or Approximately: USD 300 (Three Hundred US Dollars) (The equivalent USD amount may vary depending on the applicable exchange rate at the time of payment.)

The APC applies to all accepted articles unless the author qualifies for an approved waiver or discount.

3. APC Payment Process

The APC payment process follows these stages:

  1. Manuscript submission.

  2. Initial editorial screening.

  3. Double-blind peer review.

  4. Revision process (if required).

  5. Final acceptance decision.

  6. APC invoice issuance.

  7. Payment confirmation.

  8. Final production and publication.

Authors are advised not to make any payment before receiving an official acceptance letter or invoice from the Editorial Office.

4. APC Waiver and Discount Policy

The journal recognizes that publication fees may create financial barriers for researchers, particularly those from low-resource settings, developing countries, independent researchers, and early-career scholars. To promote equitable participation in global scholarly communication, the journal provides an APC Waiver and Discount Policy based on transparent and fair considerations.

The availability of a waiver or discount does not affect editorial evaluation, peer-review outcomes, or publication decisions.

5. Full APC Waiver Eligibility

A full or partial APC waiver may be considered for authors who demonstrate genuine financial limitations, including:

  • Authors affiliated with institutions in low-income or lower-middle-income countries according to internationally recognized classifications.

  • Independent researchers without institutional funding support.

  • Early-career researchers facing significant financial constraints.

  • Authors conducting research with limited or no external funding.

  • Authors contributing to strategically important special issues or scholarly collaborations approved by the Editorial Board.

6. APC Discount Eligibility

A partial APC discount may be considered for:

  • Authors from developing research institutions.

  • Multiple-author collaborations involving researchers from different economic regions.

  • Authors participating in approved academic collaboration programs.

  • Authors whose institutions have limited publication funding.

The amount of discount will be determined by the Editorial Office based on available resources and the circumstances of each request.

7. APC Waiver Request Procedure

Authors who wish to request an APC waiver or discount must:

  1. Submit the request after receiving manuscript acceptance.

  2. Provide a brief justification explaining the financial circumstances.

  3. Provide relevant supporting information when requested.

  4. Submit the request before completing APC payment.

Requests should be sent to the Editorial Office with the subject:

"APC Waiver Request – Indonesian Climate Justice Review"

The Editorial Office will review requests confidentially and provide a decision based on the journal's waiver criteria.

8. Editorial Independence and APC Waivers

APC waiver decisions are completely separate from editorial decisions.

The following principles apply:

  • Editors and reviewers are not informed about APC waiver requests during manuscript evaluation.

  • APC waiver status does not influence acceptance or rejection decisions.

  • Manuscripts receiving APC waivers undergo the same peer-review process as all other submissions.

Academic quality remains the only basis for publication decisions.

9. Special Issue and Conference Publication Waivers

For Special Issues arising from:

  • International conferences.

  • Academic seminars.

  • Research collaborations.

  • Institutional partnerships.

the Editorial Board may establish specific APC arrangements, including discounts or full waivers.

Such arrangements must comply with the journal's publication ethics standards and shall not compromise editorial independence or peer-review integrity.

10. Refund Policy

Because APCs are charged only after acceptance, refunds are generally not provided after publication processing has started.

Refunds may be considered in exceptional circumstances, including:

  • Duplicate payments.

  • Administrative errors.

  • Technical publication failures caused by the journal.

Refund decisions are made by the Publisher and Editorial Office.

11. Transparency Statement

The journal is committed to transparent and responsible management of publication fees.

The APC system is designed solely to support sustainable open-access publishing and does not represent payment for acceptance or publication preference.

All articles, whether subject to APC payment, discount, or waiver, receive the same:

  • Editorial evaluation.

  • Peer-review standards.

  • Publication ethics requirements.

  • Quality assessment procedures.

12. Publisher Commitment

The Publisher, COLLEGIUM JUSTICIA INDONESIA – Division of People’s Empowerment, Rights, Human Advocacy, and Legal Knowledge Initiative (PERHAKI), supports equitable access to scholarly communication by maintaining transparent APC practices and providing reasonable waiver opportunities for eligible authors.
