Article Processing Charges

The Indonesian Journal of Defence, Security and Strategic Studies operates under a Gold Open Access publishing model. To support the costs associated with editorial management, peer review, copyediting, typesetting, online publication, digital preservation, metadata management, and other publishing services, the journal charges an Article Processing Charge (APC) for articles accepted for publication.

1. Article Processing Charge

The APC for an accepted article is:

IDR 5,000,000 (five million Indonesian rupiah) per article.

The APC applies to articles that have successfully completed the journal's editorial and peer review process and have received a formal acceptance decision.

The APC is not a submission fee and is not charged at the time of manuscript submission.

2. No Submission Fee

The journal does not charge authors a submission fee for submitting a manuscript.

Authors may submit manuscripts and participate in the editorial and peer review process without making any payment.

3. Timing of Payment

APC payment is requested only after the manuscript has been formally accepted for publication.

An acceptance decision is based exclusively on the scholarly assessment of the manuscript and is made independently of the author's ability or willingness to pay the APC.

Authors will receive payment instructions from the Editorial Office after acceptance.

4. Editorial Independence

Payment of an APC does not guarantee acceptance or publication.

Editorial decisions are based on academic quality, originality, relevance, methodological rigour, research integrity, and contribution to the journal's field.

Editors and reviewers do not make acceptance decisions on the basis of an author's financial circumstances.

The journal maintains a strict separation between the editorial decision-making process and the collection of publication fees.

5. What the APC Covers

The APC contributes to the costs of scholarly publishing, including, as applicable:

  • editorial and administrative processing;

  • management of the peer review process;

  • manuscript preparation and production;

  • copyediting and typesetting;

  • online hosting and publication;

  • DOI and metadata management;

  • digital preservation and archiving;

  • maintenance of the journal's publishing platform; and

  • dissemination and accessibility of published articles.

The APC does not constitute payment for peer review or acceptance.

6. Waivers and Discounts

The journal recognizes that authors may have limited access to research or publication funding.

Authors who are unable to pay the full APC because of genuine financial constraints may request a full or partial APC waiver or discount.

Waiver or discount requests should normally be submitted before publication and preferably at the time of submission or before an acceptance decision.

Requests should provide a brief explanation of the financial circumstances and, where appropriate, relevant information concerning available institutional or research funding.

Waiver requests are handled separately from editorial and peer review decisions.

The inability to pay an APC must not be used as a reason to reject a manuscript that otherwise meets the journal's scholarly and ethical standards.

7. Waiver Consideration

In considering a waiver or discount request, the journal may take into account:

  • the author's access to institutional or research funding;

  • the funding environment in the author's country or institution;

  • whether the research was externally funded;

  • exceptional financial circumstances; and

  • other relevant considerations determined by the Editorial Board.

Waivers and discounts are granted at the discretion of the journal and are not automatic.

8. Multiple Authors

The APC is charged per accepted article, not per author.

Where an article has multiple authors, the authors and/or their affiliated institutions are responsible for arranging payment of the applicable APC.

The journal does not require each author to make an individual payment.

9. Institutional and Funder Support

Authors may use institutional research funds, grants, project funds, or other legitimate sources of financial support to cover the APC.

Where applicable, authors should disclose the source of funding in accordance with the journal's Funding Disclosure Policy.

The journal does not require authors to use personal funds where legitimate institutional or research funding is available.

10. No Additional Charges

The journal does not impose undisclosed publication charges.

Any additional service or charge that may apply in exceptional circumstances will be communicated clearly to authors before the charge is incurred.

Authors will not be required to purchase additional services as a condition of acceptance or publication.

11. Refund Policy

APC payments are normally non-refundable once publication production or other chargeable publishing services have commenced.

However, the journal may consider a refund or partial refund in exceptional circumstances, including:

  • payment made in error;

  • duplicate payment;

  • cancellation of publication by the journal for reasons attributable to the journal;

  • significant administrative error resulting in payment being collected incorrectly; or

  • other circumstances determined by the publisher.

A retraction of an article due to research or publication misconduct by the authors does not normally entitle the authors to a refund of the APC.

12. APC and Peer Review

The APC does not affect:

  • reviewer selection;

  • reviewer recommendations;

  • editorial assessment;

  • acceptance or rejection decisions;

  • the number of review rounds; or

  • the academic standards applied to a manuscript.

All manuscripts are evaluated according to the same editorial and peer review standards regardless of whether an APC waiver or discount is requested or granted.

13. Transparency of Fees

The APC amount and applicable publication charges are publicly disclosed on the journal website.

The journal will notify authors of any changes to the APC before the revised fee takes effect.

No retrospective APC increase will be applied to manuscripts that have already received a formal acceptance decision unless the authors explicitly agree otherwise.

14. Currency and Payment

The standard APC is stated in Indonesian Rupiah (IDR).

Where international payment is required, the journal may provide an equivalent amount in another currency based on the applicable exchange rate and payment arrangements.

Payment instructions and applicable banking or electronic payment information will be provided only through the journal's official communication channels.

Authors should retain payment documentation for their records.

15. APC and Open Access

Payment of the APC supports the journal's Gold Open Access publishing model.

Once published, the article is made immediately and freely accessible to readers without subscription or access fees.

Published articles are distributed under the Creative Commons Attribution 4.0 International (CC BY 4.0) licence, subject to the journal's Copyright and Licensing Policy.

16. APC and Editorial Ethics

The journal does not permit financial considerations to influence editorial decisions.

Editors, reviewers, and authors must not use the APC system to obtain preferential treatment, expedited acceptance, reduced peer review standards, or other inappropriate editorial advantages.

Any attempt to influence an editorial decision through payment or financial arrangements may constitute a violation of the journal's publication ethics policy.

17. Special Issues

Articles accepted for Special Issues are subject to the same APC policy as articles published in regular issues unless a specific waiver or sponsorship arrangement has been publicly announced by the journal.

Guest editors and Special Issue organizers may not impose additional publication charges on authors without prior authorization from the journal and transparent disclosure.

Special Issue participation does not guarantee acceptance or exemption from the standard peer review process.

18. Policy Review

The Editorial Board periodically reviews the APC structure to ensure that publication charges remain transparent, reasonable, and appropriate for the journal's publishing operations.

Any changes to the APC policy will be announced publicly on the journal website.
