Abstract

Gender equality within police institutions has implications for organisational legitimacy, professional development, and the delivery of responsive public services. Although women's participation in Indonesian policing has expanded, institutional and cultural barriers may continue to affect recruitment, career progression, leadership opportunities, and workplace experiences. This study examines gender representation and professional development within Indonesian policing. Using qualitative analysis of institutional policies, regulations, academic studies, and research on women's participation in law enforcement, the study identifies structural and cultural factors affecting gender equality. These include organisational norms, leadership structures, occupational expectations, work–family pressures, and access to professional opportunities. The study argues that increasing numerical representation alone does not necessarily produce substantive gender equality. Institutional reform must also address organisational culture, leadership opportunities, career development, workplace protections, and mechanisms for preventing discrimination and harassment. The article contributes to the literature on gender and policing by examining the Indonesian experience within broader debates concerning institutional transformation and inclusive law enforcement. It provides policy implications for developing police organisations that support equal professional opportunities while strengthening institutional responsiveness to diverse community needs.
