Abstract

Police professionalism and integrity are essential to maintaining public confidence and ensuring that law enforcement authority is exercised legitimately. In Indonesia, efforts to strengthen police professionalism have been closely associated with institutional reform, ethical standards, and organisational transformation. This study examines the relationship between organisational culture, professional identity, and ethical policing practices within the Indonesian police institution. Employing a qualitative approach, the study analyses institutional regulations, professional codes, organisational policies, and scholarly literature concerning police professionalism and integrity. The analysis suggests that formal ethical standards alone are insufficient to ensure professional conduct when organisational incentives, leadership practices, informal norms, and institutional culture do not reinforce those standards. Professionalism therefore requires an organisational environment that rewards integrity, encourages ethical decision-making, and provides credible mechanisms for addressing misconduct. The study contributes to policing scholarship by connecting police professionalism with organisational culture rather than treating professional conduct solely as an individual characteristic. It argues that sustainable police reform requires institutional strategies that integrate ethical leadership, professional development, internal accountability, and organisational learning. The Indonesian experience offers broader insights into the challenges of developing professional policing institutions in transitional democratic settings.
