Legal Interventions in Tackling Substance Abuse: A Community-Based Legal Response to Social Issues

Abstract

Introduction: Substance abuse is a significant social problem in Indonesia, contributing to public health concerns, economic challenges, and family instability. Traditional treatment options are often inaccessible for many individuals, particularly in marginalized communities. Legal interventions, in the form of decriminalization, rehabilitation programs, and legal support, provide alternative solutions to address the root causes and effects of substance abuse.
Purpose: This paper explores the role of community-based legal interventions in tackling substance abuse, focusing on how legal frameworks can support rehabilitation efforts and protect individuals’ rights within the context of addiction.
Method: The research employs a case study approach, analyzing community legal services that focus on individuals affected by substance abuse in urban and rural Indonesia. It includes interviews with legal professionals, social workers, and individuals receiving services.
Findings and Results: The study finds that legal interventions, such as diversion programs for drug offenders and the establishment of rehabilitation centers, play a critical role in addressing substance abuse. These programs reduce recidivism and support long-term recovery, though challenges in stigma and lack of resources persist.
Urgency: The urgency of addressing substance abuse is heightened by its impact on public health, crime rates, and social instability. Legal interventions offer a sustainable and human-rights-based approach to the problem.
Contribution: This paper contributes to the discourse on integrating legal services with addiction treatment programs, showcasing how law can play a transformative role in public health.
Recommendation: The study recommends further legal reform to decriminalize addiction-related offenses, increase access to rehabilitation programs, and provide legal support for individuals in recovery.
