Abstract

Introduction: Homelessness is a growing issue in many Indonesian cities, and homeless individuals often face discrimination and legal marginalization. Without stable access to legal services, their rights are frequently overlooked, exacerbating their vulnerability. Legal aid programs targeted at homeless populations have emerged as a means of ensuring their legal protections and improving their living conditions.
Purpose: This paper explores the role of legal aid in empowering homeless communities, focusing on a case study of a legal aid program in Jakarta that serves individuals experiencing homelessness. The goal is to assess how legal services contribute to solving issues like eviction, access to housing, and employment discrimination.
Method: Using a case study approach, the research incorporates interviews with legal aid workers, homeless individuals, and policymakers. It also includes an analysis of the legal cases handled by the program to evaluate the program's impact on improving the situation of the homeless.
Findings and Results: The study shows that legal aid services significantly improve the lives of homeless individuals by providing legal representation, advocating for their rights, and helping them access essential services. The legal intervention often results in preventing wrongful evictions, securing social benefits, and addressing discriminatory practices.
Urgency: With the rising urbanization and socio-economic inequalities, homelessness continues to escalate in Indonesia, making legal aid programs for the homeless a crucial service for protecting vulnerable populations.
Contribution: This paper highlights the potential of legal aid as an empowering tool for homeless communities, providing insights into how legal services can address the root causes of homelessness.
Recommendation: The study recommends expanding access to legal aid for homeless populations across urban centers and increasing collaboration with social welfare services to provide a holistic approach to tackling homelessness.
