Integrating Anti-Corruption Values into National Curriculum: Challenges and Opportunities

Embedding anti-corruption values into national education curricula is critical for long-term governance reform. This paper explores the challenges and opportunities associated with integrating anti-corruption content into Indonesia’s national curriculum. Through policy review, interviews with curriculum developers, and analysis of educational materials, the study identifies barriers including bureaucratic inertia, politicization of curriculum content, and competing educational priorities. Conversely, it highlights opportunities such as growing political commitment, civil society advocacy, and international support. The research underscores the need for a holistic, multi-stakeholder approach that combines curriculum innovation, teacher training, and community involvement. By situating Indonesia’s experience within broader international efforts to mainstream integrity education, the paper contributes practical recommendations for policymakers and educators working to institutionalize anti-corruption values in formal education.
